New Postal Service Price List from 1 October

Under a regulation issued by the Minister of Regional Affairs and Agriculture, universal postal service prices will increase from 1 October. Express letter and domestic postal parcel services will no longer be provided as part of the universal postal service.

Sending a domestic standard letter will cost 2.10 euros, while a domestic registered letter will cost 8.40 euros. Sending an international standard letter will cost 4.30 euros, while an international registered letter will cost 9.70 euros. The prices of maxi letters and international postal parcels will depend on the weight of the item.

The prices of Omniva’s commercial services, including parcel machine and courier services, will not increase as a result of this change.

Under the same regulation, from 1 October Omniva will no longer provide an express-letter service with delivery on the next working day. Domestic letters will be delivered within three working days.

From 1 October, sending domestic parcels will no longer be part of the universal postal service. The options available to customers for sending domestic parcels will remain unchanged: parcels can still be sent and received at post offices and parcel machines or delivered by courier. Sending a domestic parcel will from then on always be a commercial service.

The standard terms and conditions of the universal postal service are being updated. Once the terms and conditions have been updated, we will publish the information on Omniva’s website. Until the updated standard terms and conditions are published, the price list will take precedence in the event of any discrepancies between the price list and the terms and conditions.

The universal postal service is a state-regulated postal service intended to ensure that basic postal services are available to everyone in Estonia. The provider of the universal postal service is selected for a five-year term through a public tender organised by the Competition Authority. The service is currently provided by AS Eesti Post, operating under the Omniva brand, whose contract is valid until 2029.

Can postage stamps purchased before 1 October still be used?

Yes. Unused postage stamps purchased previously will remain valid. If the value of a stamp is lower than the new postage rate, one or more additional stamps can be added to the letter. The total value of the stamps must correspond to the postage rate in effect when the letter is sent.

What happens to a letter with insufficient postage?

If a letter posted after 30 September has stamps with a total value lower than the applicable postage rate, the difference must be paid at a post office. In this case, the addressee will be notified that an item has arrived for them at the post office.

What happens if I put a letter bearing postage based on the current rate into a letter box on 30 September?

The current price list remains valid until 30 September. Letter boxes across Estonia are emptied at 8.00 on Tuesdays, Thursdays and Fridays. As 30 September falls on a Wednesday, a letter bearing postage based on the current rate must be placed in a letter box no later than 8.00 on Tuesday, 29 September. Letters placed in a letter box after that time must bear postage based on the rates that take effect on 1 October.

What will change when sending a domestic postal parcel from 1 October?

From the customer’s perspective, nothing will change. Domestic parcels can still be sent and received at post offices and parcel machines or delivered by courier. The difference is that parcels sent from one post office to another within Estonia will no longer be part of the state-regulated universal postal service. They will instead be sent as a commercial service.

Can I still send a parcel from a post office after 1 October, or will I have to use a parcel machine?

Yes. Parcels can still be sent from and delivered to post offices. Customers can also send parcels from parcel machines or use a courier service.

What is the difference between a postal parcel and a commercial parcel?

A postal parcel is a parcel sent as part of the universal postal service. This means that the service’s prices and terms and conditions are regulated by the state. A commercial parcel is sent using a commercial service whose prices and terms and conditions are determined by the service provider based on market conditions.
